11.31 in the Comission's online version of the regs lists event codes but not that definition.  Indeed, the list in section e merely provides a two- or three-word "Nature of Activation."  Up in 
(c) it does say "The Event codes must be compatible with the codes use by the NWS Weather Radio Specific Area Message Encoder (WRSAME)," but what 'compatible' means isn't specified.
