"Closing a major arterial street or an expressway during rush hour would be
very appropriate for a LEW."

What??  Maybe I'm misunderstanding this comment, but it would only be "very
appropriate" if there's an imminent threat to the public from criminal
activity.  Here's the LEW definition:

"A warning of a bomb explosion, riot, or other criminal event (e.g. a
jailbreak). An authorized law enforcement agency may blockade roads,
waterways, or facilities, evacuate or deny access to affected areas, and
arrest violators or suspicious persons. If cancellation of a LEW is needed,
use the ADR event code."

If the danger is of some other kind, there are other Event Codes (like HMW)
that are appropriate.  A simple traffic jam should not generate an EAS
Alert.  Call the news media instead.
