Advertising agencies have lots of experience getting people's attention. 
Even if for a few seconds.

The good news is the advertising experts think the EAS tones and data 
squawks get people's attention, if only for a few seconds. That may be a 
small confirmation that the system can get people's attention, when used 
correctly for emergencies.
