Never mind LP's can be both Local Participating ****and/or*** Low power. 
Which was my confusion....

Never the less, all stations are obligated to monitor two sources.  Even
the LP-1 and LP-2 stations are obligated. Those stations monitored by the
LP-1 and LP-2 are typically defined in the state plan absent a waiver to
monitor a different station due to reception problems.

Just make sure the beverage is well chilled....
