For people who don't live and breath EAS, sometimes tracking down the
local plan and RMT schedule is a challange. If nothing else, the FCC
national test and filing out the ETRS forms gets participants to find the
information.
In this case, the Eastern Viriginia EAS plan and Monthly Test schedule are
available one the web (not true for every EAS local area):

Unless your station is designated in the local/state EAS plan and
schedule as the originator for a monthly test, you should NOT originate
your own RMTs. In your case it looks like all RMTs are originated by
WGH-FM, the Virginia EOC and annual tornado drill from the National
Weather Service.
For the EAS Handbook ....
Most facilities should check "Never originated an RMT."
Only facilities designated in the local EAS plan (usually the LP-1, LP-2
or designated special originators such as the Virginia EOC) should check
"This facility sometimes originates RMTs. See instructions at:" and fill
in the appropriate RMT instructions.
ALL facilities will forward the RMT received from the designated RMT
originator each month.
