[EAS] Making a better alerting system

That's why I shut off SVA and SVRs in our system after the first round of them back when EAS first started.
SVAs are not dangerous, they do not threaten life or property. They just tell you and SVR might be coming around later.
SVRs can become dangerous, but those dangers are often warned more specifically with other types of alerts. FFLs TORs HWWs.
The SVR SVA around here are large enough to cover multiple counties when standing still.
And as they move new alerts go out, not only for newly warned counties but also some of the current counties.
So with those alerts, it's very easy to be warned multiple times for the same storm.

As I mentioned earlier, sub-divided counties for weather alerts are probably not a good idea, but it may depend on the size of the county, and I will add, other considerations. Where I think sub-divisions would be helpful, are to alert for something more localized.
