[EAS] The 2017 EAS Handbook for LP-1's

Bigger picture, can you not receive the LP-1 or LP-2 for your operating
area?  Local stations (LPs) of any class should not be originating their
own RMT's. The RMT's are designed to check the local operating area daisy
chain.  Much the same as the NPT tests everything above the state and
local areas.

If you can not receive the LP-1 and LP-2 stations, you need to fix that
problem first or get a waiver to receive stations which you can receive.
