Because as I understand, counties have never been officially subdivided.
And as I further understand, there is no uniform manner to subdivide
counties. Like Cook County, IL.

In some cases, it makes no sense to subdivide them at all due to size or
any one of a number of other reasons.

There was talk in an adhoc committee which involved the NWS that
subdivisions would be tested in select areas where the local officials and
media desire such distinction.  But that is an early work in progress.
