I doubt northern NV is much different than southern NV.
Here, we have all the counties defined we feel our signal reaches, No use of the county sectors, partly because most counties where we are (and where you are_ can't be easily broken into segments. Even if they could, the segments would have to be clearly identifiable by all parties involved, including the public.
But talking to our local NOAA office, just on general principles, is a good idea.

If the county sectors are defined, 1-9, the last digit of the filter in your FIPS code can be set to the area you cover. For example, My FM's cover a broad area over NV,AZ,CA, and even parts of UT and CO while my AM's vary from the 22KW down to what my 1 KW's cover. For some, maybe define the FIPS codes for the low power ones to just cover some parts of Las Vegas in Clark County might be sufficient but my FM's can be defined as many counties, but not all of CA or AZ.
The key to that is getting agreement on the sectors. We are meeting with the NOAA folks here in the southern NV/Inyo CA operational area now to accomplish that. Check with your state plan to see if has been done for your area.
