[EAS] New EAS handbook

My son is a county's emergency manager for a county in west central IL. He has his ring tone set that when he gets messages from the county's alert system it would sound the EAS tones. One vacation several years ago he was flying and when he landed and turned on his cell phone and all these messages were going off. Well you know  the rush of everyone trying to get their bags and exit the plane everyone got silent and stopped to look at him.
