Watching Australia, Canada, Chile and Caribbean countries choose alert 
signals for their countries, it seems to be one of the most contentious 
part of the entire public warning system.

Each country seems to want a distinct sound for their system.

Japan has the most polite warning signals, the USA has some of the most 
obnoxious warning signals.  Its probably a cultural thing.
