Backwards compatibility and in-band signalling sucks.  The EAS "Attention 
Signal" was to trigger equipment attention.  Humans just happened to also 
hear it.

If the next-gen EAS used out-of-band signalling, then the human audiable 
signals could be for humans.

Japan uses a very different audible signal for earthquake warnings versus 
other types of warnings.
