[EAS] New EAS handbook

Info I have read states the new book must be posted before the NPT.

The date of the new book is June 24, 2017. It's in a footnote on page 3.

I guess it replaces the old was books?
There's no date on the cover of this edition.

Took me about 20 minutes to fill out, print and post at operator positions. Much better handbook than previous, IMO.
