        ... well, that would require staff ... or at least
        someone who cares.  

        How about a major corp that watched a fire 
        burn up the side of a mountain range, then
        down to their city of license, but could only
        make an effort to get a spare transmitter/antenna
        located in the larger nearby city, so the 
        automated hits - and spots - could run?
