What the e-mail notice was for was to require folks to get a user login for CORES (where you get an FRN--Federal Registration Number) which has nothing to do with EAS--except that apparently this log-in and password will be needed--somehow--when the new ETRS system is activated.
And yes it will be an even stinkier mess if you actually must use this new log in and can't just get into the system with the usual FRN number and password we use to file other applications and reports. As you note, many people will not see this e-mail notice--or may not care, if they've moved onto real jobs. Most station managers and operational folks will also be unaware of this change (which is a change to CORES, not the EAS test reporting per se) because they didn't file the EAS test reports last year...having passed that onto someone else.
I just put together some form 349's in CDBS---the old FRN/password method worked as normal when I added the FRN into the form. So not quite sure of the "why/how/effect of" getting the new log-in.
