[EAS] EAS test reporting

Alex, that was exactly the point I was trying to make in my earlier email!
FEMA and the FCC aren't giving us enough time to re-register for this test.
Once again, the ETRS site is a big pile o' brown, stinky, messy stuff.
Supposedly the FCC is sending emails about the re-registration to the people
who filled out the forms last time. How many of those people are still in
those jobs? How many of those people have different email addresses now from
what they did last year? How many of those people will actually see and read
those emails? How many people will really understand, after being told
they'd only have to register once, that no, you have to register AGAIN.
I'm already getting requests for help from people, including some who aren't
even in my Op Area. ETRS has been up for a week now--at least in FCC
World--but solid, knowledgeable broadcasters still can't access the site or
wade through the registration maze. Two months is not enough time to get
everyone onto the new system.

Odd. When i went to the ETRS site yesterday, it said it was just plain
closed.
