[EAS] EAS test reporting

Just spent the last half hour trying to just get an "FCC username" for this round of stupid  FCC nonsense.  Requires more info than my on-line bank account.

Classic case of of: 1: What happens when you get a bunch of government bureaucrats involved who are looking to justify their job; and 2) what happens when you let the IT geeks out of their cage.

Among other things: -requires 12~15 character password with upper/lower/cas characters plus a number plus a punctuation sign  -requires full name including spelled out middle name  --bot protection runs you through the "which square has a sign in it" game five different times--  At that point it locked up!!.

I suspect their return rate after this test will be considerably lower...
