But Art, this gets back to the situation we both share, where the state has
made an investment in a CAP product that is available to state and local
agencies which aren't using that product, for whatever reason...If a local
government agency decides to buy and use various social media products,
that's fine, but those same agencies should also use their CAP EAS/WEA
products at the same time because, as we all know, not everyone indulges in
Social Media or even is aware of the need to subscribe to the various
products being used by their communities. The competitiveness should be seen
as how many ways can a community issue a warning message so that all
residents get the same information at the same time.
