[EAS] Engineer Emergency Credentials

In Nevada, the Broadcast First Responders are certified by the Nevada
Broadcasters Association, once they have completed an extensive curriculum.
The curriculum and the ID cards were vetted by the State Division of
Emergency Management. The NVBA met recently with state and local emergency
managers, law enforcement and public safety representatives to discuss the
program, examine the ID's and meet the first two people who have completed
the program.
