[EAS] Engineer Emergency Credentials

In Oregon, the Oregon Association of Broadcasters will be the organization that will certify the broadcast engineers as "First Informers".
Certification will require training in Incident Command organization and procedures.

What EAS chair would want that responsibility? It's way out of the realm of FCC requirements for EAS chairs. The idea sounds like a walking liability lawsuit.
