[EAS] Engineer Emergency Credentials

Seeing as the EAS system and Broadcast Engineers are broadcast related it only makes sense that the chair could acknowledge that the person is indeed engaged in an emergency response to get back on the air.
The chair wouldn't be certifying the person, just that the person was an engineer for a station, or multiple stations, and no liability would be involved.
Obviously some sort of ID card would be required and it could be stated on the card that the chair would stand no liability.
The reason that I suggested the chair issues the cards is because the chair would most likely know who is an engineer and who isn't.
The station would have to send a letter to the chair certifying that the person is an engineer for that station or group of stations and include the call signs on the card.

What EAS chair would want that responsibility? It's way out of the realm of
FCC requirements for EAS chairs. The idea sounds like a walking liability
lawsuit.
