[EAS] Engineer Emergency Credentials

Wisconsin's program is for credentialing engineering and very select
operations people only. They also list the associated station(s) on the
credential. This is a really good start. Naturally it has drawbacks. But
it's light years better than Illinois' seriously flawed system where an
engineer is only listed with the state's EOC and the AHJ must contact the
EOC to obtain proof. Something which just won't happen in a declared
emergency.
