[EAS] Engineer Emergency Credentials

I have dealt with credentialing in the past few years and ran into this little bugaboo at the state level.
In many states if you are not part of "The Plan" you cannot get credentialed.
Those with state credentials are considered "Assets" to be used by the EM in charge of the incident.

Not sure if a new type of credential is necessary. Disclosure: I'm not an EM, nor have I had to talk my way into a disaster scene.

Wondering how other workers performing public services get into a disaster zone. Power line utility workers, gas transmission workers, tree trimmers, medical workers at hospitals, traffic signal repairs, wastewater plant operations, etc. Do they possess a State or Federal ID that grants access?

In this market, I maintain a good relationship with the county EMA and law enforcement. A quick radio call to either would most likely settle matters.
