I'm not trying to compel NWS to send out fewer alert messages.  NWS' 
messages serves its purpose.

I'm just explaining what I've heard why broadcasters and cable systems
stopped forwarding to NWS flash flood warnings.  If you use an EAS flash 
flood warning for an immediate evacuation alert, it won't have as 
widespread reach.

However, I admit I only have anecdotal information.  I don't know of any 
nationwide studies with hard data about how many EAS participants forward 
non-required alerts, such as flash flood warnings.
