[EAS] Oroville Dame Evacuation

Speaking as one of the 17 founding Trustees for the Partnership For Public Warning that came up with the Common Alerting Protocol, reports that we wrote that went to DHS/FEMA, NOAA, and the FCC among others warning research that says that people at risk are more likely to take protective actions in warnings if they receive warnings from multiple sources.

A WEA reinforced by an EAS activation for the same life safety event has a greater likelihood for saving lives -- based on serious scholarly research. If anyone wants the source for this research who is not already aware of where is is archived on the Colorado State Natural Hazards Center website, please contact me off list.
