[EAS] Oroville Dame Evacuation

This morning San Francisco media interviewed several evacuees, all of them praised the warnings they received to facilitate rapid evacuation. It sounds as if the mix of many warning channels was effective for this incident.

Oroville Dam is in Butte County, part of the Sacramento-Sierra EAS Local 
Area.

As far as I can tell, initially the National Weather Service issued a 
Flash Flood Warning (FFW) for Butte County via both EAS and WEA. People 
have reported getting the FFW alert on their cellphones.

The Sutter County Office of Emergency Management issued a Immediate 
Evacuation (EVI) warning but I haven't been able to determine what 
channels were used. The Sutter County message appears on the NIXLE feed, 
but not on IPAWS.

Officials in Butte County, Nevada County and Yuba County used Facebook, 
Twitter, and media outreach. I didn't see any other EAS or WEA warnings 
from Butte, Nevada or Yuba counties besides the NWS Flash Flood warning.

Local radio and TV broadcast stations from Sacramento (and nearby areas) 
went into breaking news mode. Assuming people heard about the warning from 
some other source, there was continious coverage on several radio and TV 
stations throughout most of the evening.
