[EAS] Oroville Dame Evacuation

Waiting for more details on actual use of EAS.

I have repeatedly made recommendations to the the powers that be here in CA on cards. Those of us who are Amateur Radio Operators and are members of of ARES and RACES in CA are state registered disaster workers and could use that to get through in all likelihood.
