Interesting you ask that question. Almost 2 years ago there was an
situation in Lancaster County PA (Amish country, love the area). A TOR was
issued, and neighbors ran over to tell Amish neighbors in the minutes prior
to the storm hitting. It was a real emergency - about 50 homes were damaged
and a little one room schoolhouse was flattened. But, nobody was hurt.
I recall this for a couple of reasons - the Amish story being one, and the
other that it was a freak tornado in February.
IIRC, the siren system is tied to Three Mile Island, so would have sounded
for an emergency at the TMI plant, but not for a tornado warning.
It's an example I use when talking about communications "silos" - some
people will be out of the loop, sometimes by happenstance, sometimes by
choice.
