First before that, they need to ***directed*** by some power of authority
to use the (EAS/IPAWS) system. Then say "This is how....". Locals simply
won't use it given any discretion.

This is a classic problem of local's wanting the discretion, but lacking
the proper knowledge to make good decisions.

To borrow the adage, "They need to be lead to the IPAWS trough and then
told to drink here."

That's the supply side of the problem. The demand side of broadcasters
carrying the messages once in the system is an entirely different matter.
