[EAS] Blue Alerts approved

Here is the Press Release regarding today's adoption of the BLU code by the FCC:

It notes that there is a 12-month implementation period for Blue Alerts to be delivered over EAS, and 18-months for delivery over WEA.  One would presume that those clocks don't start rolling until this Order is published in the Federal Register.

This Report & Order is document "FCC 17-170", but doesn't appear to yet be on the website.
