[EAS] Cell Reliability

Maybe in California and Texas most sites have generators, but here in 
Michigan, one carrier, who is on my tower, has over 270 sites in lower 
Michigan. Only 6 have on site generators. the others, all have plug in 
generators. And how many do they have for those 270 ? 25. All in Detroit.
