[EAS] Blue Alert reply comments due Tuesday, August 29

Responding to 

Were is the Blue Alert going to fit in for the question of voluntary vs
"voluntary?"
And if you are a state relay station how does that skew the definition of
voluntary?
Especially if that station had no choice or say so in the matter of being
assigned as the S.R.

ONE MORE TIME  (IMHO) 

Broadcast stations only role with EAS should be to relay Public Warnings to
the public - 
They should never be use for relaying information to other EAS Participants
!  This is a role for 'Background'  channels.
Tis been that way for over 20 years here in Washington State.

Another reason it's a bad idea - 

At any time, without obligation, a broadcast stations - Owners, Manager,
Op's Manager, Program Director etc can opt to stop participating with EAS
and your system has been dealt a fatal blow.   This goes for Broadcast
stations being used for Relays, LP's etc.    All of this is a carry-over
from EBS and should have been discarded at the start of EAS.
