Reading the twitter complaints, there are several related topics, and 
regular public doesn't (and shouldn't need to) distinguish between them.

WEA messages on mobile devices
    - not filtered by carriers, everything buzzes

EAS daisy chain on radio and TV
    - some carried all, some carried none, some changed during harvey

EAS daisy chain on cable and wireline TV systems
    - some override local channels, some carrier all, some carry none

EAS on direct-broadcast satellite TV and satellite audio systems
    - pass through EAS on local channels, no local EAS on other channels

then the use of subscription alerting systems and reverse 911
    - some alert messages where SMS instead of WEA

and finally, the use of social media for alerts
     - twitter, facebook and other social media were used by local 
authorities much more than public warning systems

The after-action review of how public alerting and warning worked and the 
opinion of the public of what they got or wanted will be interesting.
