Agreed that the decision has likely already been made, which is exactly why
I didn't file additional Reply Comments.

In my original comments, I leaned towards LEW only to make the point about
timelines and costs.  
- if the timeline is unmovable (i.e. rammed into 6 months), the FCC needs to
go with LEW.  
- if the timeline can be extended (12 months), then a new BLU event code may
be do-able..
- if the FCC hears our comments on the full text alert (CAP) vs. the minimal
EAS text, then again the need to allow more time to implement "triggered CAP
polling".  

Fast, cheap or good, pick any two ...
