[EAS] Harvey ---major headaches

FCC activated their Disaster Info Reporting System for this storm which is
expected to hit land near Corpus Christi later tonight as a Cat-3 storm.
Then sit and dump copious amounts of rain across southern TX San Antonio
southward before moving back towards, and potentially over the Gulf. NHC
forecasts the storm to either run along the coast or re-hit around Houston
early next week.

This storm has the potential to make a big mess across central/southern
Louisiana and Alabama mid-next week depending on how the mid-latitude air
patterns either deflect or absorb it's energy core.
