[EAS] Alerting in General

Back in December 2016, the FCC was to have adopted new EAS rules in a Report & Order, but that item was abruptly dropped from the December meeting agenda, and has never reappeared. In the NPRM preceding that scuttled Order, the FCC asked for input on what should be added to the rules regarding SECCs. The FCC also proposed that State EAS Plans should describe alerting via not only EAS, but WEA, social media, highway signs, and one-to-many/many-to-one capabilities (one alert is issued and then many citizens reply to it).
So whenever it is that the FCC releases its next new EAS rules, likely the SECC and WEA issues you have all been discussing today will be addressed. As has been said, let's hope its not a "be careful what you wish for" outcome.

The one thing I see having a very bright light shone on it in the EAS
State Plan thread is the oft cursed ambiguity in the FCC EAS Rules and Regs.
SECC's are alluded to in the context of being the go-to authority in the
States for monitoring assignments. That is all.
What the various States do, or don't do, with regards to SECC's is
totally up to those States since there are no other guidelines.
