Rod - A couple of thoughts from the PNW Peanut Gallery -
> There are a number of sources for EAN's -

(We use them all in WaState)

Remember the FCC is mainly concerned with - ANALOG/LEGACY EAS SYSTEMS FOR -
> The distribution system for EAN'S (Another Federal event codes) showing
that everyone gets it (hopefully with some redundancy thrown in)
> There are instructions for all to see showing what participants must do
in order to receive the EAN's (We have a matrix they can use as well as
keeping track of who is monitoring what)
> The coordination of RMT's...
> The production of a State Plan that shows how this works.
That's pretty much it.
The way I read it - A single person could proclaim themselves an SECC,
create the required docs, and then quit.

I am reading this thread with interest as Nebraska has no state plan listed.
To start with, Nebraska has never had an approved state plan due to lack of
2nd EAN source.
The "plan" we are working under now is from 2007, with multiple edits listed
on our state SECC page (ne-eas.org) We have submitted plans since and
currently have two in for consideration which do have the 2nd EAN source
after a phone conference this month with those at the FCC dealing with
plans.
Prior to the 2016 National Test I was contacted by the FCC to get the plan
that we were going to work under for the test.
I sent them the 2007 plan and the links to the edits which included updated
monitoring assignments.
I really hope to have Nebraska's fully approved and updated plan up and
running by Jan 1, 2017.
This is one state's story. I am sure there are others.
