Clay,
Although I no longer have a lot of standing in this matter, the question of jurisdiction has always been an issue for the FCC. Too long has the Commission depended upon the goodwill of persons such as you to organize and administer a task that may not necessarily be theirs. If anyone has any thoughts on how the jurisdiction problem might be solved, I think we would all benefit.

Re. some of critical comments about the FCC's list of EAS Plan Web Sites -
Some thoughts -
> The FCC has no apparent mechanism to reach out to States and obtain this
information.
> There is no requirement that states provide the information to the FCC
(and/or keep it current)
> There is no requirement that states have an SECC or EAS Plan
> If a state elects to not participate I don't see any rules that would
prevent it.
> In light of this- I find it difficult to see how the FCC could 'require'
anything of a voluntary entity dealing with EAS.
Am I wrong?
