[EAS] List of EAS State Plans

Just an FYI,

I was curious to take a look at some other EAS state plans.
This was prompted by several things including recent EAS discussions, the situation in Guam, a desire to see how many states have approved plans, and
by a recent comment about how state plans vary so much from each other.
So I Googled "FCC EAS" and the top hit was the following website:

Now please keep in mind that I'm just the messenger.
The information provided here was derived by starting at the FCC page shown above and following the links provided. (Provided links were provided.)
If you have issues with what I've posted, take it up with whomever is responsible for what is posted at the FCC site and/or within your plan.

IMHO, It would be nice if everyone included a cover sheet with a date of most recent plan changes so that when looking at these you know when they were last looked at by the respective SECC. Likewise a date of FCC approval would be nice to have on the cover. These two things might actually help prompt the couple of SECCs out there who need to take a current look at their plans to take a current look at their state plans.
It would also be nice if the link posted on the FCC site would take you directly to the state plan rather than another site where you then had to search for the plan.
Though I respect the wishes of those SECCs who choose to password protect their plans.

In a nutshell, here is what I found:

The most recent years listed on/or within plans range from 1996 to 2017. (I did not do an exhaustive search within the plans for additional updates.)
A numer of states have no links provided to a state plan.
Some plans are password protected.
Some links take you to an SBE chapter or a state broadcast association website where you may have to do a lot of digging to actually find the plan.
I only found a couple of states that listed, up front when/if their plans had been approved. I didn't dig too far beyond the first couple of page though. 

I realize that part of the overall EAS discussion has included the notion of having an FCC template for state plans.
I can see how that comes under the "One size fits all" vs it doesn't, argument.
I didn't really get into the structure of any of the plans during my search, but it seems that before anyone can think about a template, someone ought to figure out how to get some of the blanks filled in for having any kind of a plan at all or one that appears to be recent, let alone a plan that has been FCC approved.

Year Listed = Year of apparent most recent update
Requires Log In = Access to plan is password protected
No Link = The FCC website shows no link for a state plan
? = Could not locate the state plan from within the link shown
Link failed = Clicked on link but nothing happens
Link Broken = 404 error with no forwarding to another link
