A couple of thoughts on Guam - an island of 210 square miles, just under
6,000 miles from Los Angeles, and a mere 3,950 miles from Hawaii.
On the plus side, Guam sits next to several undersea telecoms cables, which
gives Guam good Internet at decent prices (relative to the US mainland). On
the downside, any disruption to these cables and most access to IPAWS OPEN /
CAP would be severed.
Guam provides a corner case because of its remoteness and geography.
Having a broadcaster(s) with the ability to directly initiate EAS may (or
may not) be a useful fallback. CAP (or the Internet) may or may not be
available in all contingencies.
CAP provides extreme benefits. However EAS still has its role, even if it
is to serve as a last-ditch backup, a "day after" system for the Feds, or a
puzzle piece for addressing corner cases.
