DEFCONs are for the whole family lol.  Art's correct though - DEFCONs are a
military posture.  The only rough civilian analogy I can think of was DHS
color coding schema for terrorism that got dumped 6 years ago (the Homeland
Security Advisory System).  That was replaced by the National Terrorism
Advisory System.  

But, FWIW, there are a dizzying array of threat/posture levels at the
Federal level ... DEFCONs, LERTCONs, EMERGCONs, FPCONs (for bases),
THREATCONs, COGCONs, HURCONs ...  DEFCONs can be global or regional - I
think we're still at a global DEFCON 5, but a regional DEFCON 4.   I think
the last time DEFCON 3 was escalated in the region was in 1976, during a
particularly twisted incident involving the North Koreans (google "Operation
Paul Bunyon").

Let's not confuse ourselves... DEFCONs are for the military.  Dealing with
the civil population is a different matter, on which we generally defer to
the local authorities.
