Strongly encourage every SECC establish an EAS remailer including all EAS 
participants and EAS alert originators in their state (territory, etc).

When things go wrong (and things can always go wrong), a quick email to 
the SECC remailer list isan easy out-of-band way to let everyone know what 
happened.  PIOs should also have their own (separate) way of contacting 
news reporters.
