[EAS] Guam: accidential Civil Danger Warning broadcast

Randall - the clutter of sending out multiple EAS messages following in accidental or errored EAS is an issue that he's be considered.
Another issue is the content of the follow-up message. Sending out a CEM would render a textual display of " A Civil Authority has sent a civil emergency message for the following areas ...". So that message after a Civil Danger Warning may really raise some eyebrows among the viewing public.

Could not have the station then sent another likely-to-be-autoforwarded message (such as CEM) to clearly indicate the prior message was an accident and disregard?
