[EAS] Guam: accidential Civil Danger Warning broadcast

The station originated the message accidentally while conducting operator training. Someone hit "Send" instead of "Cancel". Under the circumstances they considered it important that all operators be able to originate an alert upon request. Any relays were an automatic response to the valid incoming message data header. One of the stations was a local primary so it was well monitored.
