[EAS] Guam: accidential Civil Danger Warning broadcast

A "Civil Danger Warning" was broadcast by a Guam station at 12:25am local 
time. The message was broadcast by two radio stations, and was also 
screened on at least one television station on the island.

August 15, 2017

At around 12:35 a.m., the Offices of Homeland Security and Civil Defense 
received reports that KSTO were running a test of the Emergency Alert 
Broadcast System. According to KSTO, this was only a test. There is no 
official statement or warning from GHS/OCD regarding a threat.
