[EAS] Alaska NPT Exercise August 9th

In response to a coordinated request from the Alaska SECC, the Alaska
Broadcasters Association, and the Alaska DEM the FEMA IPAWS Lab sent an EAS
NPT message to the State of Alaska this morning at 7:40 AM Alaska time. The
NPT replaced a regularly scheduled state-wide RMT. Early reports indicate
that configuration changes and update put into place following the September
2016 IPAWS/EAS National Test by several Alaska broadcasters successfully
addressed issues discovered last year. 

At the same time several broadcasters in the lower 48 discovered that they
failed to set appropriate geocode filtering specifications for NPT
processing. Note: Both NPT and EAN may be used on a regional basis; that was
one of the driving factors behind establishment of an All-US geocode.
