[EAS] BLU Alert Comments.

After a bit of off line discussion, I wanted to add a few more thoughts.
Personally, I see both sides of the Blue Alerts discussion. I come from a
long line of uniformed public servants (NYPD, NY State Police and NY county
sheriffs, back to the 1890s. My grandfather was the quintessential tough
Irish cop walking a beat).
As an organization, Monroe Electronics really does not weigh in for or
against Blue Alerts. But if it's going to be done, it should be done
effectively, which is the gist of our technical comments that were filed.
But another thought here is ... how does FirstNet play into all of this?
Isn't the broadband wireless 5G FirstNet system - which would eventually
include just about every uniformed public servant - the best means of
conveying such information to and among public servants? Should this not
further narrow the use cases for a public dissemination of Blue Alert
information, via EAS, WEA or other media?
