Nevada's FCC-approved EAS State Plans have always required stations to have
a copy of the plan near the EAS Control Point. Several years ago, the FCC
cited an AM/FM combo for multiple EAS violations, including not having their
copy of the State Plan. Granted, the EB was "throwing the book" at the
stations but the inclusion of that charge gave us a solid legal precedent. 

The Nevada Broadcasters Association has information on the website about how
stations can contact me for copies of the state plan as well as monitoring
assignments, RMT schedules and weekly EAS Test reports. NVBA has been
instrumental in helping stations, even non-member stations, achieve
compliance with EAS rules.
