[EAS] BLU Alert Comments.

Making an alert mandatory under a state plan that is not mandated by the FCC?
Did I read that correctly?

Can they really do that? 
More to the point, can they make it stick?
By what authority will they enforce it?

Our state plan, says to relay an RMT within 15 minutes.
Now while this is more restrictive than federal regulations, it has no real impact on my station.
I treat it as a request and go I go along with it because it causes no hardship to the station.
And, well, gee, we have to relay that one anyway cause someone in Washington who holds on to our license says we do.
