Section 11.15 refers to the EAS Operating Handbook issued by the FCC
-- NOT the State and Local Area EAS plan (see section 11.21)
You must have a physical copy of the FCC issued EAS Operating Handbook at
each normal duty station or EAS equipment location. You are not allowed to
alter the text of the FCC issued EAS Operating Handbook beyond filling
in the specified fields.
There is no rule requiring a copy of the State or Local EAS plans at
operator duty stations or anywhere else. Although it may be difficult
to follow their guidance if you never get a copy. You can write facility
specific SOPs based on guidance in the State and Local EAS plans.
